The startup screen is animated.

WINDOWS 98 THEMES
These themes were designed for Windows 95/98. They've never been tested other versions of windows. However the sounds, cursors & icons may be of use to someone. It should be noted I wasn't the original creator of the content, my only credit is packaging it together in a theme along with a colour scheme. If the original creators want to come forward and claim their credit they're more than welcome. I certainly can't remember where I got them, some of the files have a timestamp as old as 1995. Both themes have startup & shutdown screens but no screensaver.
